The Israelites are presented with a conundrum: They themselves are only following God because a prophet (Moses) told omens and did magic tricks for them. But now, God prohibits them from listening to other prophets telling omens for other gods, because this will just be God testing their love for him. I guess the only stable rule of human conduct is “do whatever God says at that point in time”.
God also commands the Israelites to summarily execute such fake prophets (even if they are close family), even though he apparently sent these prophets himself to test the Israelites. Poor prophets. If whole towns start worshipping foreign gods, they are to be annihilated.
…you shall put the inhabitants of that town to the sword, utterly destroying it and everything in it — even putting its livestock to the sword.
